The bill establishes the Office of Social Connection Policy within the Executive Office of the President, headed by a Senate-confirmed Director. This Office will advise the President on social connection issues, coordinate federal research and development programs, and provide public information on the impact of federal policies. A primary duty of the Office is to create and maintain an integrated national strategy to improve social connection and reduce loneliness across all federal agencies. This strategy is intended to leverage existing federal resources and authorities for a comprehensive approach. Furthermore, the bill mandates the establishment of an intergovernmental advisory council within one year of enactment. This council, chaired by the Director, will include representatives from various federal agencies and non-federal experts from diverse fields, such as healthcare, nonprofits, and state and local governments. The Advisory Council's responsibilities include conducting annual assessments of social connection progress, coordinating research, encouraging effective strategies to prevent social disconnection, and issuing national guidelines. It will also review the impact of loneliness on physical, mental, and social health. The Council is required to submit annual reports to Congress and the Director, evaluating federal efforts and recommending legislative changes to achieve the national strategy's goals. Federal agencies are also mandated to share relevant data with the Director and make it publicly available to support the Council's work. Finally, the bill authorizes an appropriation of $5,000,000 annually to the Centers for Disease Control and Prevention for fiscal years 2026 through 2031 to support research on loneliness and social connection.
