This bill establishes the Esther Coopersmith Award within the Department of State, an annual honor for individuals or groups demonstrating exceptional diplomatic efforts. Named after the late diplomat Esther Coopersmith, the award recognizes members of the Civil Service or Foreign Service who have significantly contributed to sustainable peace and security. Recipients are chosen for their work in preventing, mitigating, or resolving conflict, violence, or instability, particularly in alignment with the goals of the Women, Peace, and Security Act of 2017 and the Women's Entrepreneurship and Economic Empowerment Act of 2018 . The award specifically acknowledges actions that promote women's leadership , such as integrating women's perspectives into conflict prevention, encouraging partner governments to include women in peace processes, and enhancing the physical safety and economic security of women and girls. The Office of Global Women's Issues will administer the award, and recipients will present their work at various training courses and conferences, including the Chiefs of Mission Conference. The Secretary of State is required to submit a report to Congress detailing the recipients' efforts and outcomes, and the Act includes a five-year sunset provision.
