Furthermore, the bill mandates the creation of a secure, centralized, and publicly accessible website, ReportScams.gov , within one year. This website will serve as the primary federal hub for scam education, prevention resources, victim assistance information, and a single portal for reporting scams. The website will feature information on recent scam trends, best practices for avoiding scams, and guidance on immediate actions to take when encountering suspicious outreach. It will also provide detailed information on government and non-government impersonation scams, including spoofing techniques, and verified contact information for relevant agencies. For victims, the site will offer resources on safeguarding assets, seeking financial and law enforcement assistance, and contact information for various support organizations, including the National Elder Fraud Hotline. The reporting portal on ReportScams.gov will allow the public to securely submit scam reports, which will be routed to appropriate federal and state authorities for investigation and enforcement. Reporters will receive confirmation, a unique identifier, and information on where their report was sent and estimated follow-up times. The Scams Steering Committee is also required to conduct a public awareness campaign to promote the website's use. The bill mandates quarterly progress reviews of the Action Plan and annual reports to Congress detailing scam data, trends, investigations, and legislative recommendations. To facilitate interagency coordination, the bill provides tools such as an interagency transfer authority , allowing agencies on the committee to transfer up to $10 million annually to support activities related to the Scams Priority Goal. It also grants an expedited direct hire authority for five years to recruit specialists in areas like data analysis, cybersecurity, and fraud detection, critical for implementing the Federal Scams Action Plan.
