Generative AI Terrorism Risk Assessment Act

This legislation requires the Secretary of Homeland Security to conduct annual assessments of terrorism threats to the United States stemming from the use of generative artificial intelligence. These assessments, to be carried out for five years in consultation with the Director of National Intelligence, aim to understand and address the national security risks posed by foreign terrorist organizations leveraging advanced AI technologies. A Sense of Congress highlights that the increasing utilization of generative AI by foreign terrorist organizations represents a significant national security threat that is not yet well understood.

Each annual assessment must analyze incidents where terrorist groups or individuals have used generative AI to spread violent extremist messaging, facilitate radicalization and recruitment, or enhance their capabilities to develop or deploy chemical, biological, radiological, or nuclear weapons. The assessments will also include recommendations for countering these identified threats. While submitted in unclassified form with a classified annex, the unclassified portions will be publicly posted on the Department of Homeland Security's website, ensuring transparency while protecting sensitive information.

Furthermore, the bill mandates robust information sharing, requiring the Secretary to review and disseminate relevant intelligence from State and major urban area fusion centers and the National Network of Fusion Centers. This effort involves coordination with the Office of the Director of National Intelligence, the Federal Bureau of Investigation, and other intelligence community members to ensure comprehensive data collection and threat analysis, with briefings provided to appropriate congressional committees after each assessment.
