SNAP Fraud Reporting Act of 2026

This legislation amends the Food and Nutrition Act of 2008, mandating that states provide comprehensive data on fraud within the Supplemental Nutrition Assistance Program (SNAP). Initially, states must submit historical fraud data for the five most recent fiscal years, detailing open investigations, total identified fraud cases—including card skimming and card cloning—and their associated dollar amounts, along with enforcement actions and recoveries.

For fiscal years following enactment, states are specifically required to report on individuals disqualified for receiving benefits for deceased persons or using falsified Social Security numbers, including the number of individuals and the dollar amounts involved. These detailed reports must then be submitted annually for the most recently concluded fiscal year.

A key provision establishes a penalty for non-compliance, authorizing the Secretary to withhold federal funds from states that fail to submit the required data by the deadlines. Finally, the Secretary is tasked with compiling these state submissions into reports for Congress, which will also be made publicly available, providing transparency on SNAP fraud findings.
