China Subsidy Response and Export Competitiveness Act of 2026

The China Subsidy Response and Export Competitiveness Act of 2026 aims to strengthen United States economic and national security competitiveness by amending the Export-Import Bank Act of 1945. This legislation expands the Export-Import Bank's ability to counter subsidies provided by the Government of the People's Republic of China and protect critical U.S. industries.

Specifically, the bill broadens the Bank's guarantee coverage to include programs operating within the United States, moving beyond solely export-related business. It also expands the scope of the Bank's Program on China and Transformational Exports, allowing it to neutralize a wider range of subsidies and provide broader credit, not just export-specific support. Furthermore, the Act adds printed circuit board technology and medical manufacturing to the list of critical sectors eligible for support under this program.
