This bill aims to restore federal funding to the Multi-State Information Sharing and Analysis Center (MS-ISAC) , ensuring universal access to critical cybersecurity resources for state, local, tribal, and territorial (SLTT) entities. It directs the Director of the Cybersecurity and Infrastructure Security Agency (CISA) to enter into a cooperative agreement with MS-ISAC to provide federal support for cybersecurity services, cyber threat intelligence collection and dissemination, and technical assistance. The legislation appropriates $50,000,000 annually , starting in fiscal year 2027, to fund these crucial efforts. The cooperative agreement requires MS-ISAC to offer no-cost membership and access to core cybersecurity services, including threat intelligence and incident response support, to all applying SLTT entities. It mandates prioritizing outreach and enrollment for SLTT entities that lack dedicated cybersecurity staff operate on limited budgets or are identified as covered entities , ensuring support reaches those most in need. MS-ISAC must also maintain interoperability with federal agencies and submit annual reports on its activities and efficacy. Additionally, CISA and MS-ISAC are required to develop a plan within 60 days for targeted outreach to previous and new high-risk SLTT entities, providing technical assistance and capacity-building support, with CISA reporting on its implementation within one year.
