OASIS Act of 2026

This bill aims to significantly improve air and missile defense acquisition and cooperation in the United States Central Command (CENTCOM) area of responsibility. It mandates the Secretary of Defense, in consultation with the Secretary of State, to conduct a comprehensive assessment of existing U.S. and foreign partner air and missile defense systems and interceptors. This assessment must detail current inventories, production rates, expenditures since October 7, 2023, and any systems damaged or orders unfulfilled, with findings reported to Congress.

Building on this assessment, the bill requires the Secretary of Defense to develop a strategy and implementation plan for multinational air and missile defense acquisition. This strategy will focus on cooperation with foreign partners to defend against attacks, specifically from Iran and its linked armed groups. Key elements include efforts to replenish interceptor supplies, facilitate system transfers, increase supply bases, and explore the feasibility of creating regional stockpiles, joint ventures, and co-production partnerships to accelerate production and deployment of defense capabilities.

To further foster collaboration, the legislation establishes a Multilateral Middle East Missile and Drone Defense Working Group, led by the Director of the Missile Defense Agency. This group, comprising representatives from the U.S. and foreign specified partners, will convene regularly to share battlefield lessons learned and integrate best practices into regional missile defense strategies. The Working Group is tasked with identifying capability gaps and making recommendations to enhance the effectiveness of integrated air and missile defenses, with annual reports submitted to congressional defense committees.
