This bill establishes a prohibition on certain reductions to MQ-9 aircraft units, including those in the Air National Guard, until September 30, 2032, by preventing the Secretary of the Air Force from divesting, deactivating, or otherwise reducing their mission capability or personnel. This includes maintaining current levels of primary aerospace vehicle authorization for Air National Guard units and primary mission aircraft inventory for the Air Force. Limited exceptions allow for the removal of individual MQ-9 aircraft deemed unsafe or uneconomical to repair. A unit may also undergo a mission conversion if the Secretary obtains gubernatorial approval, certifies enhanced operational capability, and submits a detailed plan to congressional defense committees. All modifications to Air National Guard MQ-9 units require consultation with the Chief of the National Guard Bureau and the Director of the Air National Guard. Furthermore, the bill mandates a comprehensive report from the Secretary of the Air Force, due within 180 days, detailing the plan to recapitalize the MQ-9 aircraft fleet , including assessments of current operational status, modernization efforts, the Air National Guard's future role, and estimated funding.
