This bill mandates the Department of Homeland Security (DHS) to develop comprehensive training curricula for all its immigration enforcement personnel within 180 days of enactment. Developed in collaboration with the Bureau of Indian Affairs and in consultation with Indian tribes, this training aims to improve interactions with tribal members and ensure proper handling of Native American tribal documents. The curricula will educate officers on appropriate protocols for interacting with enrolled tribal members, how to identify and accept Native American tribal documents as proof of United States citizenship, and the Indian trust responsibility of the U.S. Government. It also includes scenario-based exercises, a database of tribal documents, and training on the history of U.S. citizenship for American Indians. DHS officers and employees are prohibited from performing immigration enforcement duties unless they complete this region-specific training and undergo annual retraining. The Secretary of Homeland Security must also submit a report on the training's development and implementation to Congress within one year.
