The "Loan Forgiveness for Educators Act of 2026" aims to enhance the educator workforce by providing substantial student loan relief. It amends the Higher Education Act of 1965 to expand loan forgiveness and cancellation programs for educators serving in high-need schools and early childhood education programs. The core purpose is to eliminate debt burdens for these educators, thereby improving student access to a well-prepared, diverse, and stable workforce. Under the bill, qualifying educators become eligible for 100 percent forgiveness or cancellation of their federal student loans after completing five years of qualifying service. This service can be consecutive or non-consecutive. Additionally, during their period of qualifying service, the Secretary will assume or cancel their minimum monthly loan obligations, and for Direct Loans, interest will not accrue. These monthly payments will also count towards Public Service Loan Forgiveness (PSLF) requirements. A qualifying educator includes elementary and secondary school teachers, early childhood educators, school leaders, and early childhood education program directors, including family child care providers. Generally, educators must hold full State or Tribal certification, with a special provision for Native language educators. Qualifying service involves full-time employment in a high-need school or an early childhood education program, which are broadly defined to include various public schools, Head Start programs, Tribal programs, and Child Care and Development Block Grant providers. The bill extends eligibility to Parent PLUS Loans if either the student or the parent borrower is a qualifying educator. Educators who previously received loan forgiveness can count that service towards the new requirements and receive forgiveness on any remaining eligible loans. The Secretary of Education is tasked with developing an application process, verifying service, and creating an annual list of eligible high-need schools and early childhood programs. Furthermore, the Secretary must inform relevant educational entities and borrowers about these expanded benefits and may waive negotiated rulemaking for swift implementation.
