This bill mandates the Attorney General, through the National Institute of Justice, to conduct a comprehensive study on animal cruelty within three years of enactment. The study will investigate the underlying factors contributing to acts of animal cruelty and analyze its role as a predictor of future violence against humans. It aims to identify evidence-informed risk factors associated with offenders and determine if specific acts of cruelty correlate with particular types of human violence, such as domestic assault. Furthermore, the study is tasked with developing best practices for early interventions to prevent animal cruelty and for rehabilitating individuals who have committed such acts, thereby preventing future violence. Based on these findings, the Attorney General must submit a report to Congress with specific policy recommendations for legislative and regulatory actions at all government levels. These recommendations will focus on addressing risk factors and creating effective intervention and diversion strategies for both juvenile and adult offenders to reduce the likelihood of future violent acts against both humans and animals. In addition to the study, the bill authorizes the Attorney General to establish a grant program to assist eligible entities in combating animal cruelty. These grants will support the development of effective detection strategies, early intervention, and diversion resources, as well as the rehabilitation of offenders. Funds can be used for training law enforcement, judges, prosecutors, and mental health professionals, developing specialized units, implementing effective policies, and enhancing data collection systems related to animal cruelty cases.
