This bill, titled the "Supporting the Mental Health of Educators and Staff Act of 2026," seeks to enhance the behavioral health and well-being of education professionals and other school staff. It mandates the Secretary of Health and Human Services, in consultation with the Secretary of Education, to identify and disseminate evidence-based best practices for preventing suicide, improving mental health, and building resiliency among school personnel within two years of enactment. Additionally, it requires the establishment of a national education and awareness initiative to encourage staff to seek support for mental health and substance use concerns, identify risk factors, and reduce the stigma associated with seeking such services, with $10,000,000 authorized annually for fiscal years 2026 through 2028 for this initiative. The legislation also authorizes significant grant programs to promote mental health within the education workforce, with $35,000,000 authorized annually for fiscal years 2026 through 2028. These grants will be awarded to eligible entities, such as State and local educational agencies and institutions of higher education, to establish or enhance programs that improve mental health and resiliency. Funds can be used for awareness campaigns, suicide prevention, peer-support programs, and providing mental health care or referrals, with priority given to areas with high percentages of schools receiving Title I assistance. Separate grants are also available for institutions to include mental health strategies in educator preparation and professional development programs. Finally, the bill requires a comprehensive review by the Secretary of Health and Human Services, in consultation with stakeholders, to assess the prevalence of mental health conditions among education professionals, identify barriers to care, and evaluate program outcomes, including the effects of the COVID-19 pandemic. This review will inform recommendations for improving mental health and resiliency. Furthermore, the Comptroller General of the United States is directed to submit a report to Congress on how existing federal grant programs address mental health and substance use disorders among the education workforce, including an analysis of data and potential duplication of efforts.
