This bill reorganizes key leadership positions within the Department of Defense by establishing a new Assistant Secretary of Defense for International Industrial Base Development and Engagement . This new Assistant Secretary will report directly to the Under Secretary of Defense for Acquisition and Sustainment, with a primary duty to strengthen the United States defense industrial base. This strengthening is to be achieved through enhanced cooperation with security partners and allies, specifically highlighting engagement with Taiwan. Furthermore, the legislation renames the Assistant Secretary of Defense for Strategy, Plans, and Capabilities to the Assistant Secretary of Defense for Strategy, Plans, Capabilities, and Homeland Defense , expanding its advisory role to include policy and planning oversight for homeland defense and mission assurance. Concurrently, the existing position of Assistant Secretary of Defense for Homeland Defense and Hemispheric Affairs is eliminated. The responsibilities of the Assistant Secretary of Defense for International Security Affairs are also expanded to encompass Western Hemisphere affairs, streamlining and reallocating defense policy oversight.
