America Grows Act of 2026

This legislation aims to significantly expand and sustain national investment in agriculture research. It mandates appropriations for key agricultural research agencies, including the Agricultural Research Service, Economic Research Service, National Agricultural Statistics Service, and National Institute of Food and Agriculture.

Beginning in fiscal year 2027, these agencies will receive 105 percent of their previous year's budget authority, adjusted annually for inflation based on the Consumer Price Index. This funding mechanism ensures a consistent increase in investment through fiscal year 2037 and beyond. Furthermore, the bill explicitly exempts these appropriations from sequestration under the Balanced Budget and Emergency Deficit Control Act of 1985 and excludes them from statutory and Senate PAYGO scorecards, safeguarding the sustained growth of agricultural research funding.
