This bill seeks to significantly alter the distribution of federal family planning funds under Title X of the Public Health Service Act . It mandates that the Secretary of Health and Human Services shall not provide any assistance to an entity unless that entity certifies it will not perform abortions, nor will it provide funds to any other entity that performs abortions, during the period of assistance. However, the prohibition includes specific exceptions. An entity may perform an abortion if the pregnancy resulted from rape or incest , or if a physician certifies that the woman's life is in danger due to a physical condition. Furthermore, the prohibition does not apply to hospitals, provided they do not fund non-hospital entities that perform abortions outside of these specified exceptions. The legislation also establishes new reporting requirements. The Secretary must submit an annual report to Congress detailing all entities receiving Title X grants. This report must include the total number of abortions performed by grantees under the specified exceptions, broken down by category (rape, incest, or life endangerment), along with the date of each entity's latest certification.
