This legislation establishes the 6PPD Task Force , to be convened by the National Academy of Sciences in consultation with the Secretary of Transportation and the Administrator of the Environmental Protection Agency. The primary purpose of this Task Force is to address the detrimental impacts of the chemical 6PPD, commonly used in tires, and its toxic byproduct 6PPD-Q on coho salmon and the broader environment. Congress finds that 6PPD-Q, formed when 6PPD reacts with ozone, is acutely toxic to coho salmon when washed into waterways via stormwater runoff, posing significant environmental and potential human health concerns. The Task Force is charged with several key duties, including improving data and information sharing among federal agencies, research institutions, and state, Tribal, and local governments regarding 6PPD's impacts. It will identify and recommend federal funding opportunities for research into 6PPD's effects and the development of safer chemical alternatives, including their scientific validation and commercialization. Furthermore, the Task Force will identify best practices for 6PPD mitigation efforts, such as street sweeping, and explore other exposure pathways not related to motor vehicle tires, like artificial turf. The Task Force, comprising representatives from federal agencies, Tribal governments, the private sector, and academia, must submit annual reports to Congress detailing its findings and recommendations, which will also be made publicly available through an online repository.
