Fort Ontario Holocaust Refugee Shelter National Historical Park Establishment Act

This legislation proposes to establish the Fort Ontario Holocaust Refugee Shelter National Historical Park in New York, integrating it into the National Park System. The primary purpose of this new park is to preserve, protect, and interpret the significant historical resources connected to the 982 World War II refugees who found shelter at Fort Ontario between August 1944 and February 1946. The park's official establishment is conditional, requiring the Secretary of the Interior to first determine that a sufficient quantity of land, as outlined on a specific map, has been acquired to form a manageable park unit. Once this condition is met, the Secretary must publish a notice in the Federal Register. Administered by the Secretary of the Interior under general National Park System laws, the park allows for cooperative agreements with state and other entities for interpretive and educational services. Land acquisition within the park's boundary can occur through donation, purchase, or exchange, though state-owned land can only be acquired by donation. The bill also mandates the Secretary to complete a comprehensive general management plan for the park within three fiscal years of funding, in consultation with the State of New York.
