This legislation directs the Small Business Administration (SBA) and the Department of Housing and Urban Development (HUD) to establish interagency coordination to bolster housing industry small businesses. The primary objectives are to expand access to capital, streamline existing technical assistance and counseling services, and increase awareness of available financial and technical assistance programs for these critical businesses. The bill also seeks to reduce barriers to starting and growing a housing industry small business, ultimately contributing to increased housing supply and affordability. Within 180 days of enactment, the SBA Administrator, in coordination with the HUD Secretary, must develop and submit an interagency plan to Congress. This plan will examine current gaps in support, propose reforms to expand access to SBA loans for housing businesses, and outline new tailored programming and resources. It will also detail processes for information sharing, best practices, and coordinated support among various resource partners, including small business development centers. Furthermore, the plan will address opportunities to support startups developing innovative products for the housing industry, including through programs like the Small Business Innovation Research (SBIR) program, and will involve partnership with State and local governments and community organizations.
