The legislation also introduces stricter requirements for transactions involving foreign adversaries , lowering reporting thresholds and requiring disclosure of any foreign adversary interest of 5 percent or greater. The Secretary of Agriculture is directed to prioritize enforcement actions, including investigations and penalties, for transactions involving foreign adversaries, with particular emphasis on those associated with the People's Republic of China. Additionally, the Secretary must refer any transaction posing a national security risk to the Committee on Foreign Investment in the United States (CFIUS).
