PEARL Act

This bill establishes a pilot program within U.S. Customs and Border Protection (CBP) to be initiated by the Secretary of Homeland Security through the CBP Commissioner within 60 days of the Act's enactment. The program's core function is to adopt dogs from local animal shelters. These adopted animals will then be trained as support dogs , integrating into CBP's existing Support Canine Program to provide emotional assistance. This pilot initiative is designed to operate for a period of three years from its establishment date, after which it will conclude.
