The End-of-Year Fiscal Responsibility Act establishes new requirements to regulate Executive agency spending during the final two months of a fiscal year, aiming to prevent a surge in "use-it-or-lose-it" spending. It mandates that the amount of discretionary appropriations obligated by an Executive agency in each of these final two months cannot exceed the average monthly amount obligated during the preceding ten months, promoting more consistent financial management. To ensure transparency, the bill further requires Executive agencies to submit an itemized list of these end-of-year obligations to Congress and publicly post it within 60 days after the fiscal year concludes. Importantly, these spending limitations do not apply to appropriations designated for national security-related activities or disaster relief efforts , providing crucial exceptions for critical government functions.
