This bill establishes the Economy of the Future Commission within the legislative branch, tasked with developing consensus legislative recommendations to address the economic changes resulting from the widespread adoption of artificial intelligence. The Commission will comprise 10 members appointed by congressional leaders, including Members of Congress and nationally recognized experts in areas such as AI technology, education, workforce retraining, or taxation. Additionally, the Deputy Secretaries of Education, Labor, Commerce, and the Treasury will serve as nonvoting members, ensuring broad governmental perspective. The Commission's primary duty is to evaluate the effectiveness of current policies and formulate legislative recommendations concerning AI's impact on various sectors. Key areas of focus include government data, workforce development programs, all levels of public education, and social safety net initiatives. It will also develop recommendations on standards for AI adoption in the Federal Government, the merits of open-source AI models, and strategies for national AI research investment. Further duties involve addressing public-private partnerships for AI research access, foundational manufacturing technologies, and supply chain challenges for emerging AI-reliant technologies like robotics. The Commission will also examine changes to transportation safety policies due to autonomous vehicles, energy demands from the AI industry, and the use of AI-enabled robotics in government and industry. To fulfill its mandate, the Commission is empowered to hold hearings, issue subpoenas, and gather information from federal agencies. The Commission is required to produce an interim report within seven months, providing initial estimates of employment and federal revenue changes due to AI, along with public resources on AI's economic effects. A comprehensive final report is due within 13 months, containing legislative recommendations on AI education, employee reskilling, unemployment insurance, taxation policy, and maintaining global competitiveness. The Commission will terminate 120 days after submitting its final report, with $5,250,000 appropriated for its operations.
