This bill amends the Energy Policy and Conservation Act to prohibit the export or sale of petroleum products drawn from the Strategic Petroleum Reserve (SPR) to certain foreign adversaries. Specifically, it targets the People's Republic of China, the Democratic People's Republic of Korea, the Russian Federation, and the Islamic Republic of Iran. The prohibition also extends to any entity under the ownership or control of these listed countries or the Chinese Communist Party . The Secretary retains the authority to issue a waiver to this prohibition if such an export or sale is certified to be in the national security interests of the United States . To ensure timely implementation, the bill mandates that the Secretary issue a rule to carry out these new restrictions within 60 days of the Act's enactment.
