This bill aims to prevent federal financial support for state-level firearm registration efforts. It specifically prohibits any federal agency from funding or otherwise assisting in the creation or upkeep of a State firearm ownership database . Such a database is defined as any comprehensive or partial record maintained by a state or its political subdivisions that lists firearms lawfully owned by individuals or identifies individuals who lawfully own firearms. However, the prohibition includes a crucial exception, allowing federal support for databases that exclusively track firearms reported as lost or stolen, or individuals who have reported their firearms as such.
