This bill proposes to rename two Department of Veterans Affairs facilities in Iowa to honor fallen members of the Iowa National Guard. Specifically, the VA clinic in Des Moines will be designated as the Staff Sergeant Edgar Torres-Tovar VA Clinic , and the community-based outpatient clinic in Marshalltown will become the Staff Sergeant William Nathaniel Howard VA Clinic . Both Staff Sergeants Torres-Tovar and Howard were killed in action on December 13, 2025, in Palmyra, Syria, while supporting United States counterterrorism operations as part of Operation Inherent Resolve. They served as Cavalry Scouts with the 1st Squadron, 113th Cavalry Regiment, 2nd Brigade Combat Team, 34th Infantry Division of the Iowa National Guard. This legislation aims to commemorate their heroic service and ultimate sacrifice for the nation.
