This bill directs the Secretary of Housing and Urban Development (HUD), in consultation with the Departments of Energy and the Environmental Protection Agency, to establish a grant competition. This competition will fund academic organizations, nonprofits, and mission-driven developers to build or rehabilitate single- and multi-family homes for households earning no more than 50 percent of the area median income . The grants prioritize projects that reduce development costs, increase resiliency , improve energy efficiency , and enhance accessibility for individuals with disabilities , with a focus on scalability. HUD will give preference to proposals addressing severe affordable housing shortages, emphasizing quality and durability, and incorporating universal design. Grants are awarded upon the completion of a pre-determined number of homes meeting specific resiliency and energy efficiency standards, and the Secretary must study the short- and long-term savings from these measures, reporting findings, project details, and housing outcomes to Congress within two years.
