This legislation establishes a **pilot program** under the Federal Emergency Management Agency (FEMA) to allow eligible local governments, termed "covered communities," to directly apply for hazard mitigation assistance. This assistance is specifically for **property acquisition** and **structure demolition or relocation** projects, bypassing the traditional state-level application process. The goal is to empower communities that can meet federal and state requirements with limited state support, based on positive feedback from their respective states. To be selected, a local government must demonstrate prior performance in mitigation projects, a high level of need, and significant risk from inclement weather, among other factors. FEMA will select no more than two local governments per region, with a limit of one per state within a region, and will publish detailed requirements for participation within one year of enactment. The Administrator must consult with the state and provide written justification for selection or non-selection. Participating communities can remain in the program for a maximum of 48 months. FEMA is required to submit annual reports to Congress evaluating the program's effectiveness, including whether it significantly expedited the acquisition process and identifying any problems or benefits. The report will also recommend whether the pilot should be made permanent, extended, or terminated, with the entire program concluding no later than eight years after community selection.
