This bill, known as the Baby Observation Act , mandates the Secretary of Health and Human Services to conduct a comprehensive study on the use of home cardiorespiratory monitors for infants . The primary goal of this study is to assess their role in the prevention of sudden unexpected infant death . Within one year of enactment, the Secretary must submit a report to Congress detailing the study's findings. This report will include evidence on the effectiveness, performance, and accuracy of these monitors, especially for high-risk infants. It will also explore new models of care, establish health care plan criteria for medically appropriate coverage, and provide recommendations on whether these monitors demonstrate sufficient product efficacy to warrant coverage under public or private health insurance plans.
