This legislation grants the President the authority to issue letters of marque and reprisal , empowering privately armed and equipped entities. These letters would target individuals determined to be members of cartels or cartel-linked organizations , or their conspirators, who are responsible for acts of aggression against the United States. The commissioned entities would be authorized to seize the person and property of these individuals, but only outside the geographic boundaries of the United States and its territories. Before issuing any letter, the President must require a security bond to ensure compliance with its terms. The bill defines a "cartel" by referencing an existing Executive Order or as a transnational criminal organization.
