This legislation directs the Office of Personnel Management (OPM) to establish and maintain a searchable, publicly available website within 18 months of enactment. This website will provide detailed information for every individual in the federal civil service, including their position title, description of duties, employing agency, primary duty station, annual rate of basic pay (including bonuses), and the date of their appointment. Additionally, the bill requires the OPM Director to produce an annual report , starting one year after enactment, detailing the total number of contract employees working for the Federal Government and the total cost incurred for their services. This report must disaggregate the data by agency, providing enhanced transparency into both the direct federal workforce and the utilization and cost of contracted labor across government agencies.
