The UPGRADE Act of 2025 aims to strengthen and extend critical programs under the Safe Drinking Water Act. It reauthorizes and extends the provision of technical assistance to small public water systems , ensuring continued support for these systems until fiscal year 2031. Furthermore, the bill extends the assistance for small and disadvantaged communities program through fiscal year 2031. It also expands eligibility for this program, allowing States to apply for assistance on behalf of unincorporated communities , in addition to underserved communities, thereby broadening access to vital drinking water resources.
