This bill mandates the Comptroller General of the United States to conduct a study on the disbursement process for specific small business loans, excluding those related to the COVID-19 pandemic, such as those under Title V of the Small Business Investment Act of 1958 and sections 7(a) and 7(m) of the Small Business Act. The study will analyze data from January 1, 2021, to December 31, 2024 , focusing on administrative regions that encompass parts of the Appalachian region . For both Appalachian and non-Appalachian portions, it will measure the average time from application to disbursement, loan approval and disbursement rates per 1,000 small businesses, and the average, median, and aggregate dollar amounts of disbursed loans to identify disparities and bottlenecks. The Comptroller General must provide an interim briefing to Congress within one year and submit a final report within two years of enactment. This report will include recommendations to enhance loan accessibility, reduce processing times, improve applicant information, and identify internal agency changes to boost efficiency in small business loan processing.
