This bill addresses the legal proceedings for three key individuals detained at Guantanamo Bay: Khalid Shaikh Mohammad , Walid Muhammad Salih Mubarak Bin `Attash , and Mustafa Ahmed Adam al Hawsawi , all accused in connection with the September 11, 2001, terrorist attack. It explicitly states that any plea agreements previously entered by these individuals will not prevent their trial under military commission or other applicable law for the 9/11 attack, and a sentence of death shall be available in such trials. Furthermore, the bill imposes stringent conditions for any sentence imposed on these individuals. They must be held at United States Naval Station, Guantanamo Bay, Cuba , in solitary confinement , with no contact with foreign nationals. Psychological treatment is restricted to what is specifically authorized by medical authorities at Guantanamo, and they are expressly prohibited from being transferred to the continental United States or any other country.
