Water Resources Technical Assistance Review Act of 2025

This bill mandates that the Comptroller General of the United States initiate a comprehensive review of all clean water-related technical assistance authorities, initiatives, and programs of the Environmental Protection Agency (EPA) within one year of the bill's enactment. This review aims to thoroughly examine how the EPA provides support for clean water infrastructure, focusing on its effectiveness and reach. A key aspect of the review will scrutinize the EPA's Water Technical Assistance initiative (WaterTA initiative) , specifically its methods for identifying, selecting, and partnering with technical assistance providers to support communities. The review will encompass a detailed description of available assistance, the regions and populations served, and activities carried out over the preceding five years. It will also analyze any potential duplication of services among EPA programs and evaluate how assistance builds capacity in communities, particularly economically distressed ones, to access other water infrastructure programs. Upon completion, the Comptroller General must submit a report with findings and recommendations to Congress and the EPA. Subsequently, the EPA Administrator is required to submit an annual plan for five years detailing actions taken to comply with those recommendations.
