RECAPTURE Act

This bill proposes an amendment to the Infrastructure Investment and Jobs Act, specifically targeting the allocation of funds within the Broadband Equity, Access, and Deployment (BEAD) Program . Its primary objective is to ensure that any remaining grant funds not explicitly designated for a specific purpose in an eligible entity's final proposal are redirected. Under the proposed changes, if an eligible entity has remaining BEAD funds, the portion designated for a specific purpose in their final proposal will still be made available to them. However, any portion of those remaining funds that have not been designated for a specific purpose will be deposited into the general fund of the Treasury. This redirection is explicitly for the sole purpose of deficit reduction , aiming to apply unspent or unallocated broadband infrastructure funds to the national debt.
