This legislation, known as the "Recognizing the Role of Direct Support Professionals Act," highlights the crucial role of direct support professionals (DSPs) in assisting individuals with intellectual and developmental disabilities. DSPs provide essential services that promote independence, community inclusion, and daily living support. Congress finds that the current lack of a distinct occupational category for DSPs in the Standard Occupational Classification (SOC) system hinders accurate data collection and understanding of significant workforce challenges, including a high national turnover rate of 39%. The bill mandates that the Director of the Office of Management and Budget (OMB) consider revising the SOC system during its next update to establish a separate code for direct support professionals , classifying them as a healthcare support occupation. This change aims to provide better statistical data for states and the federal government to address labor market shortages and high turnover. Should OMB decide not to create a separate code, the Director must submit a report to Congress explaining the decision within 30 days of the SOC system's revision. No new funds are authorized for the implementation of this Act.
