This bill, titled the Healthcare Opportunities for Patriots in Exile Act, amends the Immigration and Nationality Act to establish a new parole authority for certain alien veterans. It empowers the Secretary of Homeland Security to grant temporary, case-by-case parole into the United States for eligible individuals. To qualify, an alien must be a veteran as defined in U.S. law, be seeking parole specifically to receive healthcare furnished by the Secretary of Veterans Affairs , and have previously been ordered removed or voluntarily departed from the United States. This parole is not considered an admission, and the alien must return once the healthcare purpose is served; however, it is explicitly unavailable for aliens deemed inadmissible due to certain severe criminal convictions, specifically those involving a crime of violence or a crime endangering national security , for which they served at least five years imprisonment.
