This legislation, known as the Upholding a Secure Postal System Act or the USPS Act , requires the Comptroller General of the United States to undertake a comprehensive study of mail and United States Postal Service property theft. Beginning one year after enactment and continuing annually for five years, the Comptroller General must investigate nationwide patterns and specific instances of such theft. Each report submitted to Congress will detail any existing measures the Postal Service has implemented to address these thefts. Furthermore, the reports must include actionable recommendations for both the Postal Service and Congress on how to effectively combat and reduce these incidents. To ensure thoroughness, the Comptroller General is mandated to consult with the Inspector General of the Postal Service and the United States Postal Inspection Service during these investigations.
