This bill grants the President the authority to extend nondiscriminatory treatment , also known as normal trade relations (NTR) treatment, to the products of specific countries. This is achieved by allowing the President to determine that Title IV of the Trade Act of 1974 should no longer apply to a country, and subsequently proclaiming the extension of NTR. Upon such a proclamation, Title IV of the Trade Act of 1974 would cease to apply to that country. A "covered country" under this legislation includes any nation except for Belarus, Cuba, and North Korea , meaning these three countries are explicitly excluded from receiving this trade status under the bill's provisions.
