No Nuclear Testing Act of 2025

This legislation aims to prevent the United States from conducting explosive nuclear weapons tests by prohibiting the use of federal funds for such activities. It specifically bans the obligation or expenditure of funds authorized for fiscal year 2026, as well as any prior fiscal year funds still available, for preparing for or carrying out these tests. The prohibition applies to any explosive nuclear weapons test that produces any yield . Importantly, the bill clarifies that this restriction does not limit nuclear stockpile stewardship activities, provided they are consistent with the established zero-yield standard and other existing legal requirements.
