This bill provides continuing appropriations for the United States Capitol Police during any period in fiscal year 2026 when regular or interim appropriations are not in effect. Its primary purpose is to ensure that essential Capitol Police personnel and their support staff continue to receive pay and benefits, preventing financial disruption during a government shutdown. Specifically, the legislation appropriates funds for salaries, including overtime, hazardous duty pay, and government contributions for health, retirement, and other employee benefits for excepted employees and those performing emergency work . It also covers civilian employees providing support to these essential members and payments to contractors who support them. These funds are only to be used if other continuing appropriations for the Capitol Police are not already in place. Expenditures made under this Act will be charged against future applicable appropriations once they are enacted into law. The authority for these appropriations terminates upon the enactment of full appropriations for the Capitol Police or the legislative branch through September 30, 2026, or by September 30, 2026, whichever occurs first. The Act is effective retroactively to October 1, 2025, with provisions for prompt payment of any retroactive salaries and allowances.
