This bill addresses the widespread issue of inmate-on-staff sexual harassment and sexual assault within the Bureau of Prisons (BOP), as highlighted by a 2023 Inspector General report. The report found inadequate data collection, a lack of evaluation systems for mitigation strategies, and the BOP's failure to implement prior recommendations to address these incidents. The legislation mandates that the Bureau of Prisons fully implement all recommendations from the 2023 Inspector General report within 90 days of enactment, or report to Congress with an explanation and timeline. Subsequently, the Inspector General must conduct a comprehensive analysis of updated data on inmate-on-staff sexual harassment and assault incidents from fiscal years 2022 through 2025, including punishment data, and provide this analysis and further recommendations to Congress and the Attorney General. Finally, within one year of receiving the Inspector General's analysis, the Attorney General is required to promulgate a rule. This rule will establish national standards for the prevention, reduction, and punishment of sexual harassment and sexual assault perpetrated by incarcerated individuals against Bureau employees.
