This bill, known as the "True Shutdown Fairness Act," aims to ensure that federal employees, contractors, and military personnel receive their full pay and allowances during a government shutdown. Specifically, it appropriates necessary funds for standard rates of pay, allowances, benefits, and other regular payments for all "covered individuals" during any lapse in appropriations beginning on October 1, 2025. These funds are made available retroactively to September 30, 2025, and remain accessible until the shutdown concludes. Beyond ensuring timely payments, the legislation also includes important protections for the federal workforce. During a covered lapse in appropriations, the bill prohibits agencies from using any funds to propose or implement a reduction in force (RIF) that would permanently decrease employee numbers. It further restricts agencies from placing employees on administrative leave for more than 10 work days in a calendar year during such a shutdown, aiming to prevent long-term staffing impacts and undue hardship.
