This bill amends the Controlled Substances Act to strengthen regulations concerning machines used in drug manufacturing. It expands the definition of a "regulated person" to include individuals or entities that manufacture, distribute, import, or export tableting machines , encapsulating machines , or their critical parts, such as punches and dies. A key provision mandates that these regulated persons must identify tableting and encapsulating machines, along with their critical components, by permanently affixing a serial number . The Attorney General is tasked with promulgating regulations within 180 days to implement this requirement, including specific guidance for machines manufactured before the act's enactment. Furthermore, the bill establishes new prohibited acts, making it illegal to knowingly remove, alter, or obliterate any required serial number. It also prohibits transporting, possessing, or distributing such machines or parts if their serial numbers are known to have been tampered with, aiming to curb the illicit production of controlled substances.
