These individuals include federal officials, state governors, judges, and law enforcement authorities who have promoted, enacted, or enforced Nigerian blasphemy laws, or tolerated religiously-motivated violence by non-state actors. The sanctions would be imposed under Executive Order 13818, which targets those involved in serious human rights abuse or corruption. The Secretary of State may waive the CPC designation if neither Boko Haram nor ISIS-West Africa operates in Nigeria and no blasphemy laws are currently enforced.
