This bill, titled the Nigeria Religious Freedom Accountability Act of 2025, mandates the Secretary of State to designate the Federal Republic of Nigeria as a Country of Particular Concern (CPC) . Additionally, the bill requires the designation of Boko Haram and ISIS-West Africa as Entities of Particular Concern (EPC) . These individuals include federal officials, state governors, judges, and law enforcement authorities who have promoted, enacted, or enforced Nigerian blasphemy laws, or tolerated religiously-motivated violence by non-state actors. The Secretary of State may waive the CPC designation if neither Boko Haram nor ISIS-West Africa operates in Nigeria and no blasphemy laws are currently enforced.
