This bill establishes the Foundation for Enabling Biotechnology Innovation , a nonprofit organization to be created by the Director of the National Science Foundation. Its core mission is to significantly accelerate the commercialization of biotechnology products within the United States. This will be achieved by enhancing the capacity of Federal agencies and fostering robust collaboration among diverse sectors, though the Foundation itself will not be a federal agency or conduct regulation. The Foundation is authorized to undertake various activities, including promoting public-private partnerships to leverage expertise and resources for innovation. It will convene relevant stakeholders to develop expert recommendations on biotechnology commercialization, encompassing horizon scanning for emerging technologies and future regulatory considerations. Furthermore, it aims to advance dialogue and collaboration between Federal agencies, industry, higher education institutions, and nonprofit organizations. Key activities also include supporting and conducting public engagement, education, and outreach regarding biotechnology innovation, regulation, and commercialization. The Foundation will work to facilitate market access for U.S. biotechnology products through international engagement, commercial and regulatory diplomacy, and the development of shared norms and standards. It will also support studies and research on topics like market acceptance and regulatory process improvement, and develop education and fellowship programs, including short courses and shadowing experiences. Governed by a Board of Directors comprising voting members from various sectors and non-voting federal agency representatives, the Foundation is designed to be financially self-sustaining within five years, aside from regular appropriations. It can accept funds and gifts, excluding those from foreign countries or entities of concern, and must ensure 501(c) tax-exempt status. The bill authorizes an annual appropriation of $4,000,000 from the National Science Foundation to support its operations.
