The Biobased Market Expansion Act of 2025 aims to significantly enhance the federal government's recognition, procurement, and domestic production of biobased products by amending the Farm Security and Rural Investment Act of 2002. It mandates that federal procuring agencies annually increase their biobased-only contracts or the volume of biobased products purchased, while also establishing price preferences for these items. A key focus is promoting biobased products that are produced wholly or in part within the United States, thereby encouraging domestic manufacturing . To improve compliance and transparency, the bill requires procuring agencies to ensure staff complete training on biobased product purchasing and for the General Services Administration to update federal catalogs to clearly delineate eligible biobased products. The Office of Federal Procurement Policy will annually collect and verify agency compliance data , including reasons for any failures to meet procurement requirements. Furthermore, the Comptroller General is directed to conduct a comprehensive review within two years, assessing implementation, data adequacy, and recommending improvements to increase the procurement of U.S.-made biobased products.
