This bill mandates the establishment of an Office of Biotechnology Policy within the Department of Agriculture, headed by a Director who reports directly to the Secretary. The primary purpose of this Office is to prioritize biotechnology, biomanufacturing, synthetic biology, and related emerging technologies by effectively coordinating policies and activities across the Department. The Office will be responsible for developing and coordinating policies, activities, and services related to biotechnology, covering areas such as research and development , communication, regulation and labeling, and commercialization. It will also assist other Department offices and agencies in their biotechnology-related duties. Additionally, the Office is tasked with leading interagency coordination with federal and state agencies like the Environmental Protection Agency and the Food and Drug Administration, and consulting with biotechnology developers, academics, and agricultural producers.
