This bill institutes a temporary moratorium on reductions in force (RIFs) at the National Science Foundation (NSF). It specifically prohibits the NSF from implementing RIFs under sections 3501 through 3504 and 3595 of title 5, United States Code, which govern agency reorganizations and personnel reductions. The moratorium will remain in effect until full-year appropriations for the National Science Foundation for fiscal year 2026 have been enacted into law. This provision aims to protect the NSF's workforce and is in addition to any other existing authorities concerning adverse personnel actions, such as those outlined in chapter 75 of title 5, United States Code.
